Thanks for your answer. Sadly, both the drawing feature in Docs and Google Drawings can pixelate text, shapes, and images, and there isn't any way to avoid that (which, I know, is very frustrating).
I would suggest bypassing the Drawings app and uploading the image directly to the header/footer and resizing it as needed. Depending on what you have in the text box, you might be able to use a single-cell table in the header/footer instead. You can change the background color of the table cell and also change the borders of the table to another color or line width/style. I don't know what you can do about the shape, though.
