According to your description, when the user open Office applications, there is always a window "Accept the license agreement" occur.

The issue which you're experiencing could occur if your user account does not have permissions to modify the Microsoft Windows Registry.

You can try to give permission to Office registry entries following steps mentioned below and verify whether issue re-occurs.

Important: Ensure to backup registry via this instruction articlebefore any modification/deletion.

1) Open Registry

• Hold Windows key + R, type regedit, and then click OK.

• Copy and paste, or type the following command in the Open box, and then press Enter:

On 32-bit versions of Windows:

HKEY_LOCAL_MACHINE\Software\Microsoft\Office\16.0

On 64-bit versions of Windows:

HKEY_LOCAL_MACHINE\Software\Wow6432Node\Microsoft\Office\16.0

2) Locate and then right-click the 16.0 registry subkey as appropriate.

3) Click Permissions.

4) Click Users (Computer_name\Users), and then click to select the Allow check box for the Full Control permission.

5) Click OK, and then quit Registry Editor.


Start an Office program, and then accept the End User License Agreement.

Repeat steps 1 through 4, and then remove the Full Control permission that you gave to Users (Computer_name\Users) in step 4. To do this, locate Users (Computer_name\Users), and then click to clear the Allow check box for the Full Control permission.

6) Click OK, and then exit Registry Editor.

Unfortunately, this was the last troubleshooting step I tried. Like I said in the original post, this behavior occurs randomly throughout the day. It does not always show up when he opens an Office application. Instead, he can be already working on a file when it suddenly decides to prompt him.

Last time I visited the user, I attempted fix it by giving all users permission to those registry folders, but he's still getting the prompt since then (about a week ago).

You can try the following method to see if it helps:
Right-click on any Office menu item. Choose "Run as Administrator". Accept the EULA. Close Office and start it normally.

Unfortunately, these are domain machines and our admin accounts do not have licenses assigned to them. It would never let me accept the license, since it prompts me to login with a different account or enter a product key before the license can be accepted. Even then, it does not always prompt to accept the license.

Additionally, I noticed that the Office version is not the latest one, you can also try to update it.

Unfortunately, our company policy prevents us from creating local administrator profiles. If we try, Group Policy blows them out before they can be used. Additionally, this wouldn't solve the issue since the local accounts wouldn't be tied to our volume license - which brings us back to never seeing the accept license window since we'd get stuck on activation.

Thank you for spending time trying my methods.

It seems that some software on the computer is tampering with the registry.

You can perform a clean boot in Windows to close all the backend programs on the PC. And then run the command under the clean boot you mentioned in the initial post to remove the license and re-activate the Office: cscript "C:\Program Files\Microsoft Office\Office16\OSPP.vbs" /status. Apologies for the delay, I was out of the office yesterday. I tried to clean boot and remove the license. Unfortunately I wasn't able to establish a connection. I guess a clean boot normally disables all networking services which are required for checking the license status. I did take note of what the license status said while connected normally, however.

LICENSE NAME: Office 16, Office16O365ProPlusR_Subscription1 edition

LICENSE DESCRIPTION: Office 16, TIMEBASED_SUB channel

LICENSE STATUS:  ---LICENSED---

I went back to my own machine (which doesn't have the issue) and checked. My license is listed identically. So it looks like the computer is licensed the same way our other machines are, but I'm still stuck on why it's asking to accept the license agreement.

His machine also has a Visio install, but I believe the license description actually used the term "volume." I'm not quite sure what the difference between the two licensing types, but the issue is impacting both for him. His machine listed no other Office product keys besides his Office and Visio installs.
